I know a couple who met over the internet. They are an awesme couple. She's from the US and he was from Austrailia. They married after six years of long distance relationship. She's go visit him for a month or two every year though.
My father in law aslo met his wife over the internet. They couldn't be more perfect for one another.
A friend of ours met his soon to be wife over the internet. She's from the Phillipines. Not sure how that's going to work out. It's kinda a mail order type thing. Not exactly though, they've been talking for about two years now. I'm happy for him though. She's hot.

Falling into love depends upon many things. One of the important criteria is matching mental wave length. I think Internet is the medium of communication where you can probably test and verify many issues with the person on the other side without hesitation as you are not sitting physically face to face. There many a times hesitation inhibits.
So far your question is concerned there are many instances of net love.

ABSOLUTELY NOT on the internet, because you have to know a lot about a person from having been with them IN PERSON for a LONG TIME before you can even think about saying that what you have is truly love. All you have on the internet is imagination at work, and that and a couple of bucks will get you a cup of coffee, but it sure WON'T GET YOU LOVE!

but remember that we may all be biased. most of us lingering on here are internet junkies :) but we are still human. you definitely can fall in love with someone you meet online, so long as you develop the relationship in person at some point.
