The basement is heated space with no exterior exit. We have fiberglass with Kraft paper on one side. Should the paper be facing the interior of the room or the exterior wall? Also the paper smells like tar? What is the best thing to do? Advice pleas. We do not intent to cover it with wallboard. Thanks!!

The paper should face inside toward the floor, if I understand your question properly.

yes The paper should face interior, didn't catch the wall board part, it's often omitted in basements. You should watch the humidity level though.

I answered this question once before. It was a best answer. Put the vapor barrier towards the wall away from the interior living space. This is correct ONLY below grade. I would use 3 mil plastic sheeting before framing the basement. Use treated lumber on the floor as a bottom plate. Either steel studs or 2 x 3s to frame Insulate with Fiberglas towards you and vapor barrier towards plastic sheeting. If you put up insulation conventionally it will trap moisture and mold will grow and the basement will smell.

depending on the centers of your floor joists 16'' or 23'' , they[ home depot,lowes] have little clothes hanger like wire that fits tightely that slide up inbetween the joists and hold the insulation up, then you use plastic netting once you have it positioned right, but it is definetly not a fun job
