(singing in my head "to be to be, do")

they both are, you've said the same thing twice. you've said that "to do" is, or equals, "to be", so they have the same value, and are interchangeable; they are different ways to say the same thing.
if you want to imply that one leads to the other, you might want to ask something like
to do assumes being
or, does being ensue doing?

eh, I know, I suppose it isn't as poetic.
