Perhaps it means that he doesn't mind his own face since he doesn't see his own face (Cause that's impossible with out a mirror), but he's rather envious of the handsome people he sees, since he's able to see/observe them "Fellow in front that I jar". Hope it helps.

To jar is to upset or surprise in this case. He's saying that the person who sees him has to put up with the surprise or problem that the speaker is homely/ugly.
