4th gear in the the 94 camaro does your skip shift work?

i just got this my camaro and it has the skip shift and when i shift in to 4 all it does is boggie down, is it the car or does it just not work, becosue 1st to 4th dont seem right to me, if it does work what might be wrong with my car, it has great power, no smoke, dont use oil, just runs, starts great.

It could be the tranny or something as simple as a restricted air cleaner or low fluid,
