Sometimes eyeliners are waxy at the top when they are new. Try 'writing' on a piece of paper with it until it wears down a little.
Or try switching brands. I love NYC (new york color ) eyeliner, it works great and is really cheap. Revlon is good too.
If none of that works, try liquid. I used to use pencil all the time, and just recently tried liquid, and I love it. It stays on all day unlike pencil.

The brand Sally Hansen has an eyeliner which is made of some typer of coal. It is powdery kind of an works great.

well...way back in the 80s...we used to use that velvet black eyeliner by maybelline(a red stick)....we would warm up the tip and line it....I notice it is coming back so maybe if you can get some of that it will work....used to stay on for a long time too.

Try liquid eye liner or perhaps "tattooed" on. My friend had her eyeliner and lip liner tattooed on and it looks awesome! It's not very expensive either! Good luck and I hope this helped

For the bottom inside...I use Pretige eyeliers...they work really well and theyre under $5.

have you tried a powder? I had trouble with mine also. one day I was applying my eyebrows with the little brush and thought why not! It works real well for me
