Your high school guidance office and the local library (don't be shy about asking the staff for help) have fat directories on this. Your region is defined, so that helps narrow down your search. Spend some hours researching and jotting down e-mail or snail mail addresses and see what materials you get sent.
People usually love to give advice to earnest young people. If you're really persistent, ask the reference librarian to help locate "Think Tanks" like the Brookings Institute, or the addresses of some of the Sunday morning TV show specialists who argue politics back and forth. Write short query letters with your specifications and include a SASE. You'll get opinions!!! You might even get some leads on scholarships for being such a creative researcher!

What I suggest is sitting in on classes and finding out the specialities of tenured professors at colleges you are interested in. A good relationship with a professor can be more important than a school's overall ratings for a specific academic area. When you do visits, ask specifically to meet students who share your interests.

Check out Temple, Lehigh and Swarthmore for sure.
