I'm sorry that you had a bad experience while staying at Ubud. Most people prefer Ubud than the more popular areas such as Kuta, cause it's quieter and it's the artistic side of Bali. As for the dogs, you pretty much find them everywhere in Bali, even more so in Kuta. Just stomp your feet at them and they'll scamper away.

Locals pretend to pick up a rock and throw.... the dogs will run off. Yes, there's an awfull lot of barking dogs in Ubud. But I never heard of anyone being attacked by these dogs.

I have never had any problems in Ubud - near the volcano maybe but not in Ibub. Maybe you were extremely unlucky

Its common in several countries in Southeast Asia but I myself been around there, now I live in Indonesia, also traveled extensively there but never had any problem with what you say.
But,that doesn't mean its not true and if you are terrified by it I recommend you such an electronic device to scare dogs away.
I had one when I cycled around the world and it does work.
Bit of a shame though is they are not really cheap.

I think of Lizard of Ahaz may be a finished terror if he desperate he had to be. i can think of of a super number of undesirable combos...worry makers who feed off one yet another, lol. Mike Hunt could actual be the bare wanderer. i'm going to could desire to think of with regard to something, super Q - i like it.
