doubt it pal.... especially round my way as i think you have to be 18 to even get a credit card. they will be highly suspicious of you not having the money to cover the credit arrangement payments and probably refuse you outright unless you can either copiously prove you have sufficient income, or convince your parents into buying it for you.
if you dont absolutely, positively need an up to the minute machine, scrape your money together and see what you can get used. the power you require is very application dependent. if it's for games... bite the bullet and save up, cuz you'll need something powerful, but that costs, you'll likely be refused credit, and it's a non-essential ... you're not going to be badly inconvenienced. If it's for work or school purposes, just preparing fairly simple reports, essays, other such documents, you can pick up a perfectly adequate machine for a cost similar to that of filling the fuel tank on a slightly oversize car.

for 16 years old.. they probally gonna do a credit check.. want a co-signer in case you don't make the payments.. you have to have an income source or they will deny you for sure
