It's going steady without any sex?

Of course it depends on the context. It could be anything from a way of saying "I only want to be your friend until we get married" or a closeted gay neighbor who wants to diminish the relationship out of fear.

Most of us have committed romantic relationships with our family members in some sense. You do kiss your mother or daughter on the cheek? It's romantic but non-sexual, eh?

Or...doesnt not exist a word for that concept in english. I know in french, in spanish there is a word to describe that kind of relationship without being necessarely an engagment...but still I might be wrong

In a committed relationship you are ready to do anything for the other person.You know the other person really well. you like him for who he is as a person and not for how he looks from the outside.You accept him not only with his good qualities but also the bad ones because no one in this world is perfect.

usually after you ahjve sex it is considered a committed relationship...unless it is a "one night stand' the way you tell the difference is in a one night stand you usually have just met and you don't know his/her last name

You both agree not to do anything with anyone else that you wouldn't do with the other one standing there watching. For us that's our rule of thumb for what we would consider cheating. If your not married, I wouldn't mix finances either.
