Ornamental grass is one of the few plants that give some winter interest to the winter garden.usually it is left untill spring early spring before you cut it back. In the early spring the easiest way is to tie string around the bunch of grass in two places them just cut it all off at the ground. the string holds it together and makes for a much quicker clean up.
Ornamental grass in a snowy garden is lovely! Its up to you either is fine fall or spring.

RE:
When do you cut down ornamental grasses?
I've heard before Winter sets in and at the beginning of Spring...I believe it is beginning of Spring to stimulate new growth, but not sure.

You will want to cut them down with last cutting of lawn before winter/snow flies. This way they have a fresh start for spring. Also they don't have the old dried out grass from the following year in the mist of the new grass growing. They look and grow much nicer.

I always cut back early to mid spring.
I have noticed that some grass plumes seem to pull themselves up from heavy snow storms in defiance of gravity.
I love them most in the winter and would never cut them down till I gotten over their winter thrill.
Plus I love to see migrating spring birds chance their landing on such flexible reeds.

A lot of grass is advertised to have, "winter appeal" and is meant to stay up throughout the winter for added visual interest. Spring is when most people cut it back before the new summer growth starts.

I used to believe that I should cut them before winter! Wrong, wrong, wrong!! Enjoy it through winter, and cut them back in early spring. You'll see the new baby grass coming up, so say bye bye to old guys.

You can cut it back in Winter or in Spring, either will promote new growth during the growing season. Its up to you, dead grass's do not look good so most people cut them back when they have died back for winter.
