It belongs to her majesties navy as it was registered as a naval auxiliary at the time and is considered a war grave and is not to be salvaged without the royal navies say so. The Greeks own the waters but not the wreck war graves are international recognized as belonging to there owners country. In this case the UK the US having only an investors stake that was rendered moot when the royal navy took over the ship.

In practice, the ship doesn't have to sink to be eligible for salvage. It can be still afloat, just abandoned or "not under command."

For this reason, you need to be very careful when accepting a tow, at sea.. always have a tow-line to hand, and make sure that you pass YOUR line to the towing vessel. If they put a line on your boat while it is disabled, they have a salvage claim on your vessel...

At least in the UK, lifeboat crews have to promise not to claim!

if it went down in open waters and no 1 has clamed it as salvage i would think that is open to be salvaged but you would have to check on that point and with the international laws?
if it is classed as a place for the deid you might not be able to do anything on it

I'm not well-versed on Maritime law, but i think any ship that sinks in international waters is fair game to anybody who wants to salvage it, or parts of it!
