Funny, you ask that as a general question. I would have to say, No. He was elected the first time because of some real odd election maneuvering, and he was not Clinton. A portion of the public were weary of the constant scandal of Clinton. They felt that a conservative would approach the office with more respect and wisdom (I guess we were wrong in Bush's case). The second win was not as big a mandate as the people are lead to believe (50.7% of the vote is not exactly a Republican landslide). He ran on his war record. I can't exactly say he lied to get elected, but nothing he has done in office has panned out as was expected. This is a very good question. Has to make one pause and ponder it.
