It is an expression that means different things depending on how it is used:
something is well liked or enjoyed- That movie was cool
Someone who is thought is well respected for any number of reasons, Bobby is cool.
Someone or something that is trendy- That jacket is cool, or , Janet is such a cool dresser.
It is usually a compliment to be told you are cool or a statement that something is good if it is cool.

When it is hot out and you walk into a store that has great AC you say "Ahhh that's cool" and so the feeling is so good that we attach it to other things like "That is cool"
Then of course you have the expression "She's Hot!" or "That Radio is Hot" and "So you think your so Hot"
Then there have been other expressions throughout the years that mean all the same things like. "That's really groovy" and "Wow that's Rad" or "That's Chillin Dude".

NO MEANING. It is used for something which is above average. You could check the dictionary.

nice, or popular, or "hip"
