Well, I don't know anything about this, but I downloaded a file from the internet, and I'm supposed to copy it to my hard drive. I don't know where I'm supposed to drag it to.

where would the file come from ? If it is from the internet or something like that, just download it and save it. If it is coming from another computer and you cannot send it via email or something like that, save it in a CD, floppy disk or any memory card like flash/USB and then transfer it from there to your PC.

Where are you copying it from ? once you drag a file from another source then it will copy to your hard drive automatically. There is no where else for it to go !

well it would help if you told us what you were trying to do. if you have 'downloaded' a file from the internet, it is ON your hard drive, you have downloaded it

do you mean you cannot locate a file ? click on start, and search for the file by name, searching 'all files and folders' in My Computer

depending on your what drive you have the file on ...like A: or E: just go to the file, right click > send to > my document.
the file will be copied to your folder called My Documents. if you have anyother folder then just copy and and paste it to that fold on the hard-drive.
