State authorities reopened the remaining 58 mile stretch of the New York Thruway between Rochester and Buffalo that had been closed in response to western New York's record October snowstorm.
Utility crews from across the Northeast assisting local crews restored power service to more than 100,000 western New Yorkers. Authorities reported more than 390,000 had lost power after the lake effect blitz from Thursday night and Friday morning.
It's likely that power won't be restored until the weekend or later, according to National Grid.
At least three deaths, including that of an off-duty state trooper from Newark, Wayne County, are blamed on the worst October snowstorm to hit western New York.
Trooper Michael Anders, 33, was killed when the car he was riding in crossed into the westbound lane of 104 and struck an oncoming tractor trailer Friday morning.
The driver of the car, Todd Dingman, of Fairport, was transported by Mercy Flight to Strong Hospital.
Anders, a trooper since Sept. 2003, was last assigned to the State Police barracks in Lyons, Wayne County. His first assignment was Troop E in Canandaigua, Ontario County. He grew up in New Jersey, moved to Fairport at age 14.
Authorities say a car also struck a teenager walking in the town of Lancaster, and a tree limb struck and killed person shoveling snow in Amherst.
Parts of four counties remain under states of emergency, including communities south of Route 104 in Orleans County. A travel advisory that was part of an emergency declaration in Genesee County has been lifted for communities east of Batavia.
Firefighters from various departments throughout Monroe County were dispatched to the west to offer assistance to the storm-stricken area.
"They have trees down, they have poles down, they have 100,000 people without power," said Ed Riley, the county fire coordinator. "So there may be some shut-ins that may need to be checked on. They really have a variety of things they need help for."
State authorities reopened the thruway between Henrietta and the Williamsville toll barrier before 6 p.m.. A 105 mile stretch of I-90 from Henrietta to Dunkirk had been shut down, clogged with bumper to bumper traffic stranded by the slushy, impassable remains of the storm.
In Genesee County, Route 77 and Route 5 remained closed in Pembroke. Dozens of tractor-trailers were stranded along 77 at Thruway exit 48-A.
"Everyone's come to a dead stop and guys are saying well, they can't go anywhere," said Jason Hazlitt, a Canadian truck driver who was trying to return home with a load of paper.
In Batavia, residents shoveled snow and picked up fallen branches and tree limbs. Several homes suffered minor damage from heavy branches that fell on them.
There's no indication yet when the Thruway will be fully reopened, but officials say dozens of snowplows are being used to clear the highway. Snowmobiles are being used to bring food and water to stranded motorists.
Governor Pataki was in Buffalo, assessing the nearly two-foot snowfall and accompanying tree and utility damage done by the freak Columbus Day storm. The governor declared states of emergency in Erie, Genesee, Niagara and Orleans Counties. The declaration triggers the release of government resources to the region. Federal funding's also on the way after Pataki asked the Bush administration to recognize the disaster left by the lake effect.
