If the iron is hot enough to boil water, I think you're going to do some serious damage in any case.

i am a hairdresser, no it wont boil the water molecules in your hair. But if its not dry it will not hold any curl. when your hair is wet the bonds are broken in your hair. Drying it hardens the bonds again. Any time you are putting extreme heat on your hair you run the risk of damage thats why you should condition, condition, condition and if you use a straighting iron you should always use a heat conditioner first.

It's true if don't wait for your hair to be completely dry you'll damage it, and also end up getting split ends. I know from experince.
