No "i" is used due to the possibility of confusing it for a 1. Small, single engine aircraft which carry a six character Id on their tail sections consisting of an alphabetic character followed by five numeric ones also don't use "i" for the same reasons.

Because they ran out of the letter I and had too many of the letter C at a hardware store owned by a Detroit mafia family. A call was made and the now it's the law, and evey time you buy a letter you support the mob.
