You can use one of two methods, use a product like oven cleaner and spray the burnt areas, do this outside and upwind from it. Let them sit overnight, the next day the burnt on stuff will come right off. The second way is to use toilet bowl cleaner, especially on aluminum, it will brighten the daylights out of it. Of course, you have to wash these pots and pan really good when done, use baking soda along with any detergent you use for the final cleaning, the baking soda will neutralize the acids found in both oven cleaner and toilet bowl cleaner.

Soak it. Put some water in the pan, fill it to the top of the burnt part, maybe throw in some dishwashing detergent. In the morning, it will easily come out. This way you aren't using any harsh fumes and not risking scratching up your pots and pans.

Put water in the pan to cover what ever was stuck on and then just place it back on the stove and let it boil. This will loosen everyhting right up and then just dump the water and whatever was stuck on the pan. My wife told me how to do it after I kept throwing the pans away.

Well it depends on what the bottom of your pan is. Mine have copper bottoms and I actually made some polish (my dad came up with the formula for it) and made them look like new again. You might be able to use something like soft scrub or some kind of polish that works with whatever material your pans are made of.

several good answers already.
if you see the need specially on hard spots, carefully rub very fine sand paper on the burnt area. My preference is on water proof type sand paper so I can do the rubbing with the pan or pot immersed in water as it is easier to see on how the work is progressing.

When I cleaned my mom's I used a SOS scrub pad and a Mr. clean magic eraser. First I scrubbed the pot with the SOS pad, rinse, and Mr. clean it. keep doing this till you have it clean or just give up.
