well my pc is kind of old and i have a PCI bus (not PCI-E) well i need to upgrade it to AGP or PCI-E do i need to buy a new mother board or is there some other solution

The slots are embedded on the board; if you want to use an AGP or PCI-E device, you would need to install a board with this type of slot.

According to my past experience with many similar devices/adaptors, any alternate solution will only give you basic functionality with major slowdown and you'll end up trying to replace the transmission on a car where the motor looses 1 gallon of oil per day.

I personally think it would only lead you to many frustrations for a price which could well be used as a deposit for a new computer ;)
