Foley is a LOT funnier. But, as far as straight up detective work... Foley :) He could get into all kinds of places and seemed to have a better grasp of how criminals work. (He was one as a kid, too.)
Although, a better marksman and better at hand to hand comvat, Riggs was suicidal and prone to get himself riled up without any help from the "bad guys".

Foley is more of a con artist. Lying and cheating people not involved in the case. Riggs is a brute who takes bold moves to eliminate the bad guys. Foley's kinda wimpy. I'm going for Riggs.

Martin Riggs rules. He is not afraid to show his real side (crazy) and go the extra mile.

You do know they're both fictional characters, right? I liked the Lethal Weapon series so much that I named my cat "Riggs". I think that should tell you which character I prefer.

I think that both of them are fictional characters and neither one is really any better than the scripts from which they read their scenes.
