we work for a co. that has a contract with the federal goverment and a group of us was hired in at a higher wage than group b. Matter of fact this co. won the contract from my previous employer and starting hiring people at a lower wage.Every Oct they seperate us and give the lower wage people a raise and group b nothing.Actually the co.takes monies from our base pay and puts it on our health and welfare for the last three years. Is this legal.

Yes. There's no law that guarantees you regular raises or any raises at all. You should count your lucky stars they didn't decrease your wages to the same level everyone else was getting. They would have been within their rights to do that.
