You cant! This is assigned by your ISP.

Chances are you have a fixed IP address with the service provider (i'll assume DSL), and you won't be able to change it. You didn't say which operating system but I'll assume Windows. If you're running XP or 2000, you can go to the Start menu, and Run Program. In there, type in 'cmd' (without the quotes) and press enter. That will give you a command prompt.

At the C:\ prompt, type in 'ipconfig /all' and it will show you your IP address. Type in 'ipconfig /release' followed by 'ipconfig /renew' and then 'ipconfig /all' might show a change.

One other way to get around this is to use a dial-up modem to connect inbetween other uses of the router connection. Usually you'll have a dial-up account that goes along with a DSL-type connection for just-in-case connections. That will give you a different IP address than the one your router is using, and you can download a file, albeit a bit more slowly, while you wait for the timer to reset.

Your public ip address is given by your provider.. and it might not change within 1 hour or more even if you disconnect and connect back to internet again.

Try to login to your wireless router - there should be PPPoE [connect] and [disconnect] buttons somewhere in web-interface:
do PPPoE [disconnect], then do [connect] again (...or you may simply try unplugging the cable from your dsl modem, wait a bit, and then plug it back to see if that helps).

Check if your IP address has been actually changed.
You may use http://www.showmyipaddress.com to check your public IP address.

If that does not help, then try using some public free http / ftp proxy service (although you'll have to configure a new proxy in your web-browser manually all the time)

Also you may get the list of free public proxy servers at http://void.ru , for example. Look for the list at the very first page at the right side of the screen. Alternatively try searching google for free proxy lists.

Hope that helps. Good luck.

Unless you are an Internet Service Provider, you will not be able to do this. IP addresses are not meant to be frequently changed. Your router might change the IP of your computer frequently, but your computer is considered to be on a 'private' network and any changes will not be visible to the outside world. The router will always always make sure that your IP address is whatever your Internet Service Provider assigns to you. Even if your ISP changes it, it will most certainly not be every hour.

Find and connect to a unsecured router for the second download!
Just thought of another way! Install Firefox's, Torpark browser. It
sort of scrambles your IP address for anonymous web surfing. You can turn it on or off whenever! It's also free!

You should just be able to turn off and on your router at the hub and it will choose a new ip address on the network most of the time.

It may be possible just to open a different browser, like Firefox and try your second download from there.

If that won't work, for a fairly simple & free IP Proxy solution, you might look at:
