Does anyone know if the starting friction is higher than the sliding friction or is it the opposie ?

The static friction increases until the threshold of motion is reached. It is always in opposition to the amount of force applied.

The coefficient of static friction is typically larger than the coefficient of kinetic friction.

Starting friction is greater than sliding friction.
It is much harder to push a car at first. But once it gets rolling, pushing a stalled car becomes easier.

Remember, an object in motion tends to stay in motion. To get an object moving, you have to overcome its moment of inertia. Thus, the opposition to starting will be greater than the opposition to continuing to move.
