You can tell if it's a problem with the toilet or the drain line that it is connected to. Take a 5 gallon bucket full of water and very quickly dump it in the toilet bowl. if the water goes out of the bowl fast, you have a problem with the toilet. In the toilet bowl just under the rim there are a bunch of little holes that let the water come in from the tank. If there's a bunch of build up like iron etc, they will plug up the holes and make the toilet flush slowly. You can take a piece of wire and try to clean out the holes, it might help depending on how bad they are. Sometimes if the toilet is very old, you are better off replacing toilet.

Is it not going down the bowl or not going into the bowl. My guess would be not going down the bowl. First try plunging , then if you are lucky reach into the drain (the larger hole) and see if anything is in there and pull it out.It could be toothbrush ,makeup ,pins toothpaste , toys , cellphone or who knows what. If you cannot reach it you may have to use a commode auger to reach way down in the trap. (a hand held toilet snake). You may have the main line stopped in that case take the cover off at the clean out if stopped it will dump water and poo all over the place. then you will need a main line snake to clean it out.
The treatment would only work over a long period of time , if organic(poo) but not on roots,The water being flushed would wash away the treatment and probably do little help.
If using drain-o or similar Acid it will etch the china and passably leak out and eat the floor or rags/clothes/carpet around the base of the toilet. So be very VERY careful with this.
The best bet would be to contact the landlord .

If the toilet is old you can get calcium built up in the throat, this will give you bad flushes. You can auger the line, this may help. If its reached its life expectancy the only thing you can do is contact the landlord to have it replaced.

take tank cover off and watch how water leaves tank to bowl. there is a flapper valve there that comes up when you push on flusher. this valve should open very wide. i cant think of any other reason it would flush slow. if still have problems, email me at fn_49@hotmail.com i will try to help thru emails if i can.

take the landlord to court he has to pay for everything and provide new toilet as well .. i had my kitchen sink leaking i screwed the landlord through court .. judge even made him to pay compensations to me as well .. that was 6 months free rent

pour drano down the shower drain and if that doesn't work call the mutant landlord who takes your money and tell him it's either him or you will hire a plumber and deduct it from his rent.
