i have a bump under my foreskin on the ACTUAL penis shaft it is like a raised line that i can feel and is about 1'' long it curves just under my head/glans to the left it doesent hurt and i can only feel it when i am erect as it sticks out then

if it is a raised line under the skin I might assume it is a normal ridge of tissue that occur frequently on many penises. In fact they are common and many men have one or more such ridges in one or more places on their penis.
If it causes you pain or discomfort or presents other symptoms like a discharge, then you should have it checked out but otherwise enjoy it since I suspect it will enhance sexual experiences.

That could be any number of things, blood vessel, cyst. granulation tissue. How long has it been there?
As long as it is painless....and only appears when you are erect..who knows,..it could actually be a turn on for your partner.
IF you are truly worried about it, see a Urologist, I am sure he can put your mind at ease.
