"4" is a weird score. I know there have been many games where two safeties have been scored, in combination with other things. But has there every been ONLY 4 points scored, either to start the game or to finish?

not pro that I know of - but you can probably look on nfl.com or espn.com for record holders....

I believe Penn State did at one time. I think this was 2 years ago. I remember watching a game where a team intentionally gave up the safety because they were doing so good on defense and they were up by like a touchdown. They ended up intentionally giving up 2 safeties and that was the school's only scores.
