Still Japan & they will be ahead for the near future at least.

Japan has a lot of modern companies with their robot-using technologies that do not exist in China. Japan has been a modern country for decades, with its (more or less) capitalistic economy.

Japan is far in the lead, by any measure.

As money flows into China through its production of manufactured low tech goods, there is money to flow out by buying new technologies from more advanced foreign companies. This is a system that works in China's favor.

This is a question to keep in mind for the long run.

Japan. China is advancing rapidly and has most technology now, but there isn't anything (in general) that China has that Japan does NOT have. Industrial processes and quality assurance are premier. Also, since you do not specifically state what type of technology, this could be industrial, military, or everyday consumer electronics. Cars in Japan conform to tighter emission controls (one example of higher level of technology). China has the only commercially operated Mag-Lev train, but Japan has a larger system of trains (JR Bullet Trains included). Japan has the ability to reuse spent nuclear rods for fuel, China does not have this technology (and laws signed by Jimmy Carter prevent the US from recycling its spent fuel... instead it must be stored). China has more military since Japan is limited to a Defense Force by the treaty to end WWII, but much of the Chinese military is still using outdated copies of Soviet technology. So industry, infrastructure, consumer electronics, etc are pretty much all still led by Japan.


To address the USA issue:

Since you said "leading country" it does lead people to state the U.S. which is the leading country in technology. Many people might disagree because of automotive reliability or the fancy electronics that the Japanese have. However, the fancy Japanese gadgets such as TVs and Cell Phones, are insignificant compared to the technology in the USA, specifically the aerospace and defense industries.

Japan. Definitely not the US... cause the japanese electronics and usually good and expensive and their video games are usually considered old when they're considered new in the US.
