I need to change a picture from a .jpg to a format for a transfer for a t-shirt, someone told me it was a art file??

go to photobucket.com download it there then i believe you can make it into a poster a calander a shirt etc...

You need of course the computer, most any picture file, gif,tiff,jpg etc.
Software on the computer to do minor corrections like cropping and contrast. Once you have the image looking good, size, colors etc., you need a good printer and transfer paper. Make sure you have the proper orientation with the paper in both the printer and when you iron. Once you have printed your image on to the paper it is just a matter of ironing it on the garment, (correct side to the garment ) and iron away.

Why do you need to change it? You should be able to print it as a .jpg on paper specially made for t-shirt transfers.
