could be a leaky air cleaner, has someone recently worked on it? check for loose items :)

Most likely this is not your problem, but many early 80's Volvos had a whistling noise which would come and go while driving. Someone finally figured when the combination of car speed and wind direction was just right, the air flowing beteen the front of the hood and grill make the whistling noise. All they had to do was put something in the gap and the noise went away. Just a point of interest.

Some cars have a special design where, if the brake needs to replaced, the car makes a noise to let the driver know when they need a new brake. That might be it....

if you roll the windows down, does the whistling noise go away? If so, then air is passing by through the seams.

Check to see if any of your vacuum hoses have come loose.
