Try unplugging it for a while and plugging it back in. Also see if you can adjust any of the color settings in the menu on the monitor. Most likely you will need a new monitor though :-(

My first impression is a cable issue but here are quick steps to determine what the issue really is:
- Play with the signal cable to see if the image is affected. If it is then it's the cable and replacing it usually lasts only 6months to a year for 50$ - 75$. In this case a different screen should be tested and used.
- reinstall latest video card drivers from manufacturer's web site
- try a different video card and/or monitor
- if it still doesn't work after replacing video card and monitor, see a professional

General note: troubleshooting implies that you will have to try things to see how they behave to find the precise source of the problem. Consequently troubleshooting hardware issues is best done with handy replacement components.

are you on full power with a wall plug or battery.. for a laptop? Low battery will cause weak screen color. or check your settings in your control panel.
