You should start doing activities that you enjoy that also let you meet new people. Clubs/bars aren't the best place to meet people and build relationships. Volunteering lets you have a reason for being there and interact with people dedicated to the same project. Plus people will open up more to someone they see on a routine basis. Church has age specific groups, and taking continuing education classes might help you meet people. Taking up a new sport, like golf, can help, especially if you take a beginners class. Also, think of your career--many professions have organizations specifically for their members to meet and network. Don't get discouraged, this will take some time. Start by being friendly and progressing with people who you think would fit into your social circle.

Try online, not the dating thing unless that's what you're looking for, but chatting online - have you tried searching for websites dedicated to the place where you live? They usually have some sort of chat room or forum. It's a good safe place to get to know people with similar interests to yourself. But do remember to be careful, e.g. don'nt give out your number or address or anything personal like bank details, etc. Keep it anonymous until you feel you can trust the person. If you need more information there are websites with lots of help to do with security.
Also, try looking to see if there are any local events and things that are going on in your town, for example I like to go to a local jazz and soul night that's on, and when you're going there every week you'll find you get to know the other regulars quite well, you have to be prepared to make an effort and talk to people, be smiley but not to the point of being creepy, hehe!
Plus, going out with one of your existing friends just out and about can be good, you could befriend people that way, even your local library, hang around in the section you like the most :) maybe recommend a book/cd to someone you see looking at a book you've read, spark up a conversation. You could start like a book club, or my fiancee and I have a film night every month and we've met friends of friends that way, might be an idea for you.

Try going to clubs or societies in surrounding areas. Do you have any hobbies that you could do a course in? Evening classes are a great way to meet people and you can get a qualification in things you like! How about volounteering somewhere? It may sound pretty lame but worth a try. How about starting your own club? Something you enjoy and know a fair bit about. That way you can make friends and do the things you like!

Get in some activities, like a class at the gym or through the city. My husband takes a Japanese swordsmanship class and has made tons of friends having a great time! Or look for a book club, writer's group, wine-tasting, adventure club, whatever your interest is.
Browse the 'net and see what your city has to offer.

Just be yourself and talk to different people. If you act like somebody you're not then you will get the wrong friends. But just go out have fun, be yourself and enjoy life and you will make friends very easy.
