are you saying the flusher handle will not move down (stuck)? there is a plastic nut on the back of the handle loosen it a little and see if that frees the handle.

you also said that water is spraying into the tube.... do you mean the tank isnt filling and it just keeps trying to fill? if so there is a problem with the flapper at the bottom. it is not sealing the hole all the way. make sure that the chain isnt so tight that it is hold the flapper slightly up.

you can e-mail me directly if you anymore quest.

The water sprays into a tube that fills the reservoir. The flapper is the rubber plug that seals the reservoir and is connected a chain that is then itself attached to the lever. It's a really simple mechanism.

If your toilet isn't flushing and you say that a chain is still attached between the flapper the lever, and there is water flowing, then it must be that the flapper is not sealing correctly. Seal the reservoir with your hand or some other object temporarily and when the tank is full, unseal the reservoir. If it flushes at that point, then replace the flapper.

Handle is usually connected by a change to the "flapper" valve at bottom of the tank - the part that you took the top off.

The chain either fell off or broke. Its very easy to deal with. If it fell off - look into the water for the chain an reattach to the lever thats on the inside of the tank and is directly connected to the handle. If the chain is broken - you can buy a universal flapper repair kit for a few dollars which has a new chain. Also comes with nice pictures to help you install!

The water is suppose to spray into the tube. Sounds like the handle that flushes is broken. You should be able to flush with the lid off. Look to see where it is not working and get a new part from home depot. It is really easy.

Try lifting up on the arm or chain that leads to the plunger to see if it lifts and flushes. The flap at the bottom (plunger) should open or lift when you do. If it opens the problem is in the handle itself. But at least you can flush now. If it doesn't open try to find out why. Don't worry, the water in the tank is fresh. Gently but firmly try to move all the pieces in the link between the handle and the plunger. You just might loosen it up. Good luck!
