Some will say Hitler but I think Stalin has him beat on sheer numbers of people put to death, then there's Pol Pot, and a whole slew of petty dictators throughout history.
Going farther back in time you could say Ghengis Khan, or Atilla the Hun, and Caligula.
But all the names mentioned above are world leaders, if you were considering individual's of more common stature you can have your pick of serial killers who did their deeds on a more personal level, Dahmer, etc.
I'd have to say that for me with all things considered I'd go with Stalin form the modern era.

I think evil, to a large extent, comes down to intentions. That isn't to say that killing thousands, or hundreds of thousands, of people isn't a bad thing; but I don't consider it to be fair to call Atilla "evil" - after all, what did he do that was particularly evil, apart from defeating the Romans a couple of times before they defeated him?
Ghengis Khan is more difficult, but again he was only doing what *everyone* wanted to do, or was trying to do (remember that at the same time the Christians and Muslims were slaughtering each other in the Holy Land). The Mongolians were just more successful at it. Does that make them evil?
Hitler I would agree with; Stalin to some extent, but I don't consider that he was as "evil" as Hitler.

Saddum Hussain, he seems to be a mixture of the most evil people in history! Serial killers, rapsits, murderers and such like.
Even in court, he seems like he does not CARE for ALL of the lives he has killed. The only thing he shows remorse for is the fac that he no longer has POWER! If he did, he would surely KILL more innocent poeple with no apparent reason, he has to be STOPPED, he IS PURE EVIL.

I suppose someone could be really evil and not have the power to do much harm. If the question means which man or woman has done most bad things deliberately while knowing them to be bad, I'd go for Stalin

There are plenty of people that had the best intentions that went into general decay and caused the deaths of thousands or millions. Some did it for power or greed, but had followers. Some were insane. I would say Joshua "General Butt Naked" Blahyi that admitted to killing thousands with his own machete while completely nude. To him, everyone was the enemy and ended up hacking up his own body guards. I don't think anybody has personally killed as many as he said he had with his his own hands and without any cause except the joy of killing.

Plenty of contenders sadly. Modern exaples like Pol Pot and Stalin, but don't forget the past. You would want to have met Caligula. Herod neither. But are all these folk just figureheads who can just unlock something bad in human nature? Evil (and good) are rarely found in isolation.

You can't be evil to any great effect unless your are pretty damn good! Okay everyone talks about Hitler, but he managed to mobilise millions of other (basically non-evil) Germans. Evil by itself is a pretty stupid, crummy thing.
As for the most evil person I've ever met, it was Mike Love in KFUPM. He that hath ears to hear...

the Emperors Nero and Caligula weren't exactly stellar examples of good citizens, but so much has been lost about them - documented "fact" cannot be proven exact.
My vote goes for Dr Joseph Mengele. Anyone who's read literature about life in Auschwitz concentration camp will tell you than he was truly a man who did not give a damn about humanity.
