Yes.They have clubs specifically for people who are hearing impaired.They crank the music and feel the vibrations,that is how they recognize songs.

sure can....me being hard of hearing myself, i find that i have through a period of time enhanced my sense of feel due to the loss of hearing. In fact our intuition is alot more sharper than others. Also, don't be surprised if you find deaf people on the dance floors at clubs feeling the music
