From what I have seen, it seems that all the publicly owned companies are the ones who are reacting to the new law. Party Gaming (Party Poker) is publicly traded on the London Stock Exchange. Full Tilt Poker is a privately owned company.

To be honest, I am not exactly sure of the reason why the public companies are not accepting US players. Perhaps it has something to do with the recent arrests of executives from other online gambling sites. But, at least one thing all the poker sites that are not accepting US customers have in common is that they are publicly owned companies.

The best information I have seen on the new law has been at:

I've done a full article reviewing the details of the so-called "Internet Gambling Ban". The page includes a link to all sites allowing American players.

There IS no ban! The Act Bush signed changes nothing. DON'T PANIC!!

Basically Party is publically traded and would be sued by their shareholders if they didn't pull. http://www.ultimatepokerbankroll.com/article.php/internet-gambling-ban-poker-sites-status
if you look at that list every site allowing US players is privately held. That's the main reason.
