Friend. Ask any designer/ dressmaker/ sewing enthusiast. It camouflages really stark oddities and flaws in the wearer. Not every body is perfect. Makes everybody look normal and pleasing to look at.
Remember, not all shoulder pads are made the same. Only the amateurs will get caught using the crappy ones

Foe. They went out of style two decades ago. But, if you're still feeling the broad shoulder thing, opt for a structured jacket, or one with a little 'poof' on the shoulders.
