You can start with Blogger (acquired by Google). They have a new beta version site, better than the standard one.
You can check also Technorati which links to millions of blogs and test by yourself blogs from a zillions of sites and types.

I think choosing a blogging tool has as much to do with your technical expertise and personal style as it does the actual capabilities of the tool.
As an analogy, you can drive a Chevy or a Porche to the grocery store... both will get you to the same place. But if you need to load lots of groceries, the Chevy might actually be a better choice.
I personally use Blogger. I don't know if its the "best" because "best" is subjective. I can tell you that a novice can set up a blog in 2 minutes flat....and start typing away. For me, that was the deciding point. They host it, they list it for you in the guides, etc. etc. And, hey, if you get more technically advanced, you can always switch!!!

WordPress, and I'm talking from personal experience. It's better than blogger.com, which is good in it's own right, but not as good as WordPress.
