The official state website that oversees the industry is here-
http://www.sml.state.tx.us/mblolicensing.htm
It includes forms, fees, education and exam info., etc.

There is a helpful 13 page document from 8/2006 at
http://www.sml.state.tx.us/Licensing%20Guidelines.pdf
that should tell you all you need to know.

Get a job at a bank or credit union. Without experience, you will probably start at the 'teller' level, but that is a good way to learn about working in the financial area.

After you've been a teller for a while, you'll see what kinds of other jobs are being done there and you can apply for the ones which interest you. You'll sometimes be given preference if you're already an employee.

Often your employer will also have free training options for the different kinds of jobs they have, including loan officer. You might be able to start as an assistant to a loan officer, and learn the job from within.
