It just seems that this will just make matters worse with North Korea and I can not see how they will consider anything the UN decides is going to be unbiased.

Whether the decision was made months ago or yesterday does not matter. The decision to go ahead with having a South Korean representative as leader is not going to make matters any better. It is more likely to put North Korea even more on edge, as you said, and less willing to agree to anything the UN has to say.

I see this backfiring sooner or later. It is not unlike the comments the Pope made about Islam - untimely and insensitive - like throwing a match on a pool of gas.

It doesn't mean South Korea gets to decide all the U.N. does. It just means they lead the talks as to what action to take with regards to North Korea. Because of the geopolitical situation in the Korean peninsula, and because the North has often threatened to re-annex the south, they're the ones who are in the greatest and most immediate danger from a nuclear North Korea.
That's why they've been given the first voice on these matters.

I don't actually think South Korea will be running the UN. If this was true the UN has just been run by one of the poorest countries in the world! (Ghana)
