Because she dyes it. Her blue dye number is 56. She's really a brunette. One episode called Secrets of a Sucessful Marriage it shows that Marge dyes her hair. And also a later season where it shows flashbacks of Marge as a kid she tried ironing her hair and accidentaly steamed her dye off revealing her to be brown haired

They did a show that was supposed to be when she first met Homer. Homer told her he loved her up in that style. That's why it's that high. As for the color, blue is the color of her sisters and mother's hair. You think they may be related to Krusty and not know it???
