We (assuming you mean the USA) already do. Every county has free or low-priced clinics available to anyone. For ongoing chronic conditions that insurance will not cover, social security and medicaire benefits kick in.

Defiantly.... Emergency services are outrageous in cost and the most important thing is the people not getting some simple penicillin sends people to the ER with more serious problems later on. People having chest pains cant afford to see a DR so they go when its too late and they have a heart attack.
the human risk and the preventable costs are defiantly a good reason to have clinics where anyone can go when they have a problem.
I have been to the ER about 10 times for realy minor things simply because I had no insurance or money.
So ten times at an average cost of 1,500 $ ----15,000$
or
a clinic at 100$ ---1,000
Does our government have accountants ?

Too many people don't want to spend the money for health care. Hey, it would talk away from them doing other things in life. Most people work and cant make the doctors appointment, so they all rush to the Emergency room clinic and sit for hours and hours.
The ER is the only place where being the worst, gets you in first. I am ashamed to say, some people don't understand that and complain and cry when that man bleeding from multiple GSW's is rushed in ahead of them and their killer runny nose and cough.
Unless and until there is a way to make it more affordable for health care, you going to have situations like this. No quick fix, no easy way to make it happen. People either have to pay something for the coverage, or the TAXPAYER gets hit again, and again and again.
As a taxpayer, I am tired of supporting 8 other families year after year. Its all I can do to afford the care for my own bunch.

well may be people can take a bit of responsibility for themselves, by eating healthy, reading herbal books and growing their own herbs to fix themselves, its cheap too
