Can you build 2 story house on sims 2

yes, you buy stairs, then click on level 2 and build the second story. ;)

stairs can b bought on t build section place them in t house n it will b a 2 story 1

You sure can! I think you can build up to 5 stories. Once you have a room built on the first story, press "page up" or click the 2nd story button in the game. You should see a grid where you can start building your second story. Just don't forget the stairs, or you Sims won't be able to get to it.
