This maybe useful.

It's a free tracker program.

http://www.modplug.com/

You can record samples in to the computer then use the tracker program to organise the samples into a piece of music.

Use audacity to modify the samples as you see fit:

http://audacity.sourceforge.net/download/

Both programs can add effect such as echo and phase and flange.

Both programs are free.

If you look around you can find royalty free samples on the Internet - so you can find drums, bass and sound effects if needed.

First check you PC has a sound input; if not you're going to need to buy a sound card - look out for frequency responses, a good one will have 10Hz to 40KHz anything else will be rubbish:

Linking up the guitar, There are two ways to do this:

1. Direct. Find a lead that will connect directly into the back of the from the guitar. Be careful with your levels make sure all volumes are turned down before you start. Otherwise you could blow up your computer.

2. Indirect - microphone. Connect the guitar to an amp. Place the amp so it is facing a wall. Place your microphone in between the wall and the amp. Plug the microphone into your computer. Using this method will allow to get that "amped" sound from the guitar as well. Some people prefer this method.

Yeah, it can be done - with the right software.
I use Cakewalk's Guitar Tracks Pro 3. It does the lot - you can record guitars, bass, vocals, anything you like. You can mix it, convert it and play around with it to your heart's content.
I got my copy from PC world, if I remember right it cost about £50. Still a lot cheaper than a studio session.
