What are the copy right laws on copying a picturre that you do not plan to sell or make money from.

You cannot copy it out of the book like on a copy machine, but yes, you can paint your own version of it and display it.
My husband owns an art school and they have people paint their own renditions of photos and other paintings all the time. It is not against the law

of course you can, it is a painting of a photo, you can even sell it, but not with the exact title, and author name. A photo-copy of a photo is different there you cant, if protected by copyright.
