When creating a CSS style sheet in Dreamweaver, how do I put in layers?

Question

I just want to be able to attatch a style sheet to new pages that already has my top and left nav on it. I've never built a website before, besides the tutorial course I took I've never used Dreamweaver before. I am a journalist, so please try not to use jargon (jargon is a technical term). Journalists and jargon do not get along.
