Heterogeneous means made up from more than one source, or a mixture of things. Homogeneous means that it is made all of the same thing. A bar of tin would be homogeneous because (assuming purity of the tin) it is made of tin and only tin. A solution is a chemical or chemicals mixed with and dissolved into water. The fact that it appears to be continuously the same throughout the solution doesn't mean anything. It is made up of at least two things (water and chemical) and is therefore hetergenenous.

The solution is homogenous as long as all components are fully dissolved in the solvent. To be homogenous mean that at any one fraction of the solution you will have equal amount of those ingredients as another fraction of the solution. The fact that is made up of different chemicals does not make it heterogenous. Consider suger water. When fully dissolve it is a homogenous solution.

Heterogeneous means that something (an object or system) consists of a diverse range of different items. It is the antonym of homogeneous, which means that an object or system consists of many identical items. The term is often used in a scientific (such as a kind of catalyst), mathematical or statistical context.
