Boot cut. Not sure if you're a guy or girl, but they have them in mens pants too. Skinny jeans will just make your legs look skinnier and baggy pants will make you look out of proportion.
Old navy has boot cut jeans.

I would go with the Arizona Brand - Boot cut jeans. They arent skinny, but they arent baggy either. I have bigger legs, and I love them... But more often my skinny friends wear them, and they love them.
