To comply with the law without aggravating your neighbours:

A hedge which could grow up to or higher than 2m should be planted 2m from the neighbour's fence or wall. For hedges or bushes of less than 2m, a distance of 0,50m from the separating boundary will be adequate.

These distances are to be measured from the centre of the trunk to the middle of the boundary wall: these distances are set out in the Civil Code, but it is sensible to check with the town hall in case of local by-laws.

For hedges flanking the road, a distance of 50cm from the edge of your property is required, with a maximum height of 1m if you are close to a set of crossroads or a bend in the road, for the sake of visibility.

Check the deeds of your property to establish where your boundaries are, talk to your neighbours and let them know what you intend to do, this will avoid any nasty disputes later on.

Dont know about the legislation in France.
