Yes it sounds like the question you are asking is either, how to speed up your reaction time? Or are you trying to figure out what you did to slow it down.
Well its possible if it takes you a minute to absorb whats going on and respond that there is something wrong.
Do you abuse drugs of any sort? or are you taking any drugs at all? That would be the first obvious place to look.
If that's not the case, I would check with a Doc and see if you should be taking something. You might have a chemical imbalance?
I had a buddy that was the same way. I knew he was understanding everything in real time, but It would take him awhile to respond to stuff. Smart guy, just responded to things slowly.
He went to the doctor and they put him on some pills that seemed to make him normal.

Reaction time CAN be a physiolocial factor, in which case, only a doctor can help you.
But, reaction to certain situations can depend, very much, on familiarity and practice. The more often someone practices returning tennis shots, the faster the reaction time during a game. The more often you return a cross court backhand, the faster you will be able to react to one when an opponent zips one at you.
The more practice you get at high speed driving, the faster you will react when a situation occurs on a road or a track.
Same is true in interpersonal relationships. Debaters get better as they do more debates. Off the cuff jokes come easier with practice. In your case, this may be the solution you seek. Join a debating team, or, if you are out of school, find a community college speach class.
This should help you hone your public speaking skills.
Make the mistakes in practice so that you don't make as many in life.

I don't know if I can help you decrease your reaction time, but I wanted to offer some information. Maybe it can help guide you in finding a way to do this.
My younger brother is a brilliant guy -- when he was a young kid, he was able to do amazing math problems in his head, things like add prices of several items in a grocery store, figure out how much tax would be owed, then come up with a total amount owed. He's always been a good writer, too; he plays guitar and enjoys sketching. He's kind of a complete package. Unfortunately, he's also been under some bad influences in his life, and in 1998, he was in a car accident with a friend. It resulted in a closed-head brain injury. He was in a coma for 8 days and had to re-learn everything when he came out of it -- even things as basic as how to walk, talk and bathe himself.
Now, he leads a relatively normal life, but his reaction time when asked a question or involved in a conversation is dramatically slower. The problem is due to the effects of the brain injury.
My advice to you is to talk to your doctor about it. He or she can then probably refer you to a neurologist for some testing, if you think the problem is that severe. Before visiting your doc, though, make some notes about the problems, such as examples of what you mean by a slower reaction time, and also note if you've always had it or if it's a relatively new thing, and also if it seems to be getting worse.
Good luck to you. I know this problem frustrates my brother tremendously, but I remind him it has nothing to do with his intelligence or worth as a person. It's just one of those things that make him uniquely him.

HI!. I believe you take too much time to analyse and decide how to react to a given situation.Maybe it's a fear to bring up more fire to the fight by saying something you should'nt, or just fear of hurting someone's feelings.... practice, dude...if someone cracks you up, reply with the first thing that comes to your mind. But not to the point whenre it could turn to violence.
